Project details presented by Dan Bickerstaff (Ubiquitous Design, LTD), Jermaine Brooks, Richard Singleton, Willie Levy (WRJ Development). Discussed the development background/inspiration, land assembly, potential to create access to E. 55th from Wade Park Ave, ultimate goals for the phasing, site amenities, and roof deck. MF structure will be 4 floors with 4 units each, one floor is below grade. Seeking conceptual approval for Phase 1 which is the corner building at Wade Park & E. 61st.
Committee Questions, Comments, Concerns
- How long is the distance to connect Wade Park to E. 65th? The distance to E. 55th?
- Is the project in an identified opportunity zone?
- Will it be market rate or affordable? Ideally would like a 70/30 mix of subsidized housing.
- What is the price point?
- Will the building be stick frame?
- Is the facade masonry or metal screen?
- What market are you targeting for this project?
- The are is currently zoned 2F, why MF for this site?
- Have you considered more private roof deck access and putting the public deck above the more common areas (like the gym or corridor) so that apartments below are not inconvenienced with noise, etc.
- Are the windows smoked? Can the facade be lightened up? Study the entrance of the building, fenestration, and massing of panels so that it doesn't appear as institutional.
- How would trash pick-up occur on the site?
- Do you plan to provide one parking space per unit?
- Re-enforce the horizontal elements into your vertical to provide a visual texture
- Random railing pattern to break-up verticality
- Return with images of the existing homes on the street to provide more context.

Motion to provide conceptual approval for Phase 1 of the Hough Paradigm development which is the MF building at Wade Park & E. 61st.
- study the corner entrance to provide a more residential feel
- study a softer blend of veritical and horizontal elements of the facade
- study color and lightness of elevations
- work with Planning dept. on West property line and setback
For future phases:
- consider a variety of different material types, each building should be identified and developed individually with footprint, facade treatments, fenestration, etc. Corner building should not be repeated at every site mid-block.
- incorporate the alley for access, does not have to be treated like the street with landscaping, etc. can be purely for vehicular access only
- incorporate a center greenspace and preserving existing trees where possible
- consider saving or relocating the small 1800s style home if possible once it is acquired.

Added additional bulkheads, using a champagne color for the metal columns, stopping the metal columns 3' from the groung and will likely use a stone, lightned the glass, removed the bulkheads from
Committee Questions, Comments, Concerns
- Where is the ADA access into the building?
- Whats the substrate behind the perforated metal panel? Will be a hardi-plank to integrate some vertical or horizontal elements.
- Study the opacity of the perforated metal panels and the diameter of the circles. Less opacity wiould provide a more layred appearance. Consider a diameter of 1/4" to 1/2" for the circles.
- The perforations can be varied in size to add visual dimension.
- What will the lighting be?
- Are there any rooftop mechanical units that would be visible? No, all self-contained apartment units.
- Can the entryway parapet feature be shortened or could possible be used for signage or an awning for the third balcony.
- Have you considered using hardi-plank at the 3' base instead of the stone?
- Can you add a handrail down the center of the entryway stair?
- Consider a larger greenspace that connects N-S through the entire site. Perhaps you will need less parking and that can accomodate a larger greenspace.

Motion to approve schematic design with the following conditions:
- add a handrail down the center of the entryway stair
- return with full lighting plan and full landscaping plan with site plan
- study the treatment of the top of the entryway feature (consider signage, awning, or decreasing the size of the vertical features shown)
- consider opening the end of the walkway to create a sitting/open area
- return with all facade materials, fencing material on window wells, and base materials.
- study the opacity of the perforated metal panels and consider a diameter of 1/4" to 1/2" for the circles
