Project presented was previously presented by Tiffany Graham and Nancy Boylan of LAND Studio.  The project was tabled for a study of a better location to increase use, pedestrian activity, etc.

Project presented today by Vince Reddy of LAND Studio to address the two proposed locations.  The location has to be flat/level.

 

Committee Comments, Concerns, Questions

  • Why does the library commission installations that are not permanent?
  • The committee does not have issues with the installation, but the proposed locations.
  • Is there a proposed second phase that can include benches, gravel, etc to make it more inviting?
  • What are the maintenance solutions to keep it in good appearance and keep the grass low?
  • What about signage?  It would be a great story to highlight how this was previously installed at the Eastman as part of a fuller art installation. 
  • Can the installation straddle the walk to force ped engagement and eventually in a phase 2 it can become a node with benches, gravel, etc.?

 

Councilman Polensek is available to comment.  He has issues with why the grounds are better used with benches, reading areas, art, etc.  He has no objection, but it should not be "plunked" down without regard for ease of engagement.  Greater discussion needed on how to use the gardens.

 

Motion to approve with the condition to move the installation to straddle a pedestrian walk as presented in the May 18th proposal.  Motion passed 5-1.

Project details presented by Jeremiah Swital (CPL) and Vince Reddy (LAND Studio).  Would like to represent the project in hopes of having the original location approved.  New conversation with Metroparks seems to suggest that the existing path may not be there next year.  CPL likes the original location because of the visibility.  CPL intends to address any ADA issues if they arise.  A facilities masterplan is underway by CPL with an intended 10yr implementation plan.  Facilities masterplan should be done in December 2018.  CUDC/Bialoskly are doing the community outreach.

 

Committee Comments, Questions, Concerns

  • What will be replacing the new walkway?
  • Shouldnt the planning for the placement of the structure be in conjunction with the walkway?
  • They can develop programming around the art piece.
  • The committee's suggestion for the walkway was to place it so that it encourages interaction.
  • Suggestions were to have interaction signage, or possibly locate on an off-shoot from the path.
  • Can potentially put the project on hold until further planning can be done with Metroparks.

 

Councilman Polensek is available to comment and he agrees with the board that there should be a masterplan for the library and the installation can be put on hold until then.
