Eli Mahler presented the project. Existing car repair shop that Natasha Watts would like to convert to a bail bonds office.
Committee Comments
- What is the existing wall surface?
- What is the existing siding?
- What are your plans for the St. Clair elevation?
- Would like to see a parking layout, this could effect the size of the landscaping beds as some of the spaces might be unusable. Would like to establish how much parking space and circulation you have for the customers.
- Suggest a change from the Red Maple tree because it would likely not survive.
- Signage would come at a later date.
- Dryvit to be painted a tan color. Please bring a sample to the next meeting.
- May require a variance to the parking requirement if the number of spaces shown does not meet code.
- Use a harder dryvit or material at 4' and under for more durability. Also show how the moisture will be handled. Suggest using an anti-graffiti coating on the dryvit.
- Also show where the dumpster will be located on the site and what type of fence enclosure will be included.
- What is the exterior lighting treatment, please include in the revised packet.
Motion to table with the condition that they return with a lighting plan, parking layout & circulation, reconsider the landscaping, and show the dumpster and enclosure on the site. Motion to table passed by all voting members present. |

Project was presented by Eli Mahler and Natasha Watts. Project was previously reviewed and tabled in November 2015.
Committee Concerns
- Concerned about the blue being illuminated internally because it tends to bleed and not present clearly. Discuss with the sign contractor about changing the color to a gold for more legibility.
- Is the lighting motion sensored? If so the security lighting will wash out the illuminated sign. Would like to see a sign plan with the proposed elevation incorporating the security lighting.
- Save the money on the fence and put it towards the trees and planting in the landscape strip on Hayden Ave. Use junipers as they would do better with the salt in winter conditions than the inkberry trees.
- Send corrected elevations, showing the changes in ligthing and landscaping (should be 6' wide on the St. Clair and Hayden frontage) and a ceand parking circulations. The Committee is supportive of the materials being proposed. Applicant to return with signage proposal at a later date with a change in color to gold with only the business name on the St. Clair and Hayden frontages and the phone number in neon in the windows. The Committee is open to doing a final administrative review.
- HVAC condensors are on the roof and will not be visible from the street.
Motion to table the project until the required plans are submitted, showing the corrected elevations, changes in the lighting, parking and landscaping plan. Final review can be done administratively. Applicant will return with signage at a later date.

Aldo Dure from BNext Signs & Awnings and Natasha Watts presented the sign package to the Committee. Natasha Watts is the owner/proprietor of the Victory Center as well as the Natasha Watts Bail Bonds.
Committee Comments, Questions, Concerns
- What is the red cap on the top of the building? It is a red LED light to be shown at night.
- What is the main entry way? The Hayden Ave side.
- Why the change in the awning colors? Attempting to identify the doors from the windows. The horizontal awnings will cover the window shutters.
- The committees thought is that the colors of the awnings will not unify the building.
- What colors will the doors be? Can they match the trim on the windows in the bronze color?
- Will the round awnings be the same width as the door frame?
- The committees thought is that the color and shape of the different awnings create a sense of hodgepodge order to the storefront.
- Suggesting the horizontal awning to be deeper and placed over the doors, instead of the red dome awnings over the door. Suggesting a red accent color on the apron to unifry the look of the building.
- Can the call or text come down in size because it is competing with the name of the businesses.
- Will the St. Clair side be used for customer entry as well? Yes
- What is the size of the Call & Text (8") and the phone number (5"). The size of the Call or Text and the phone numbers are different on each street frontage.
- Committee feels that the call or text should be reduced. Are these LED lighting?
- Committee does not seem to be in favor of the Red neon LED lighting strip on the top of the building.
- Why do the pole signs look so different from the graphics on the building? Is not unified with the graphics on the building. Can some of the information be removed from the pole sign? Are these vinyl letters? What color is the background of the sign?
- Red LED band will be only 1/2" and will be bronze in color during the day
Motion to approve with the conditions below by the voting members present at 4-1:
- For the St. Clair Ave & the Hayden Ave sides the horizontal awning in tan for both the windows and doors, with red trim on the apron. Remove the red dome awnings from the doors as originally presented. Can still include the address on the apron.
- Reduce the "Call and Text" on Hayden to 10" and St. Clair to 7" with the height of the phone numbers to remain the same on either side.
- Approve the signage for "Victory Center for Youth" and "Natasha Watts Bail Bonds" as presented.
- Approve the Red LED light on the top of the building, with the understanding that the light will be unlit during the day and be in a bronze color that will blend in with the building.
- Reduce the text and amount of information on the pole sign and make it conform with the building graphic style on the pole.
