The project presented by Travis Munn from Hurley & Stewart. Mr. Munn states that he worked with the local development corporation, SCSDC, and with Councilman Johnson to come up with a desired site layout and building design. The location of the building allows for some amount of screening will but will still allow visibility. The building materials were upgraded to brick, they added awnings, and spandrel windows. The current site design allows for both pedestrian and truck flow.
Committee Comments & Concerns
James Amendola from St. Clair Superior Development Corporation in attendance. SCSDC worked with Mr. Munn and the Councilman to address this site. SCSDC welcomes the additional comments from the Committee. The red brick is a better color than what was originally proposed. SCSDC was concerned with the west wall as well, but if the developer is willing to add more windows and an awning to treat it as a frontage that would be acceptable as well to SCSDC as well.
Lothario Marchmon from Famicos Foundation in attendance. Design is a big thing for Famicos, we would not want it to look like a "bomb shelter". Questioning if another Dollar General is needed in this neighborhood? Was there a market study done?
Motion to approve the preliminary/schematic plan as presented with the previously stated suggestions, to consider moving the building westward to E. 79th, to bring samples of the building materials, and a cut sheet on the wall lighting. |

Councilman Johnson made additional statements about working through the design and development process. Is interested in the open greenspace being left at E. 82nd St. and keeping it clean, maintained, and possibly addressed with shrubbery or fencing. Perhaps an opportunity for collaboration between Dollar General & SCSDC/community.
James Amendola (SCSDC) stated that the development has come a long way from where it started. The open is still a concern, it should address the street edge a bit more.
Motion to approve with the condition that the gooseneck lighting be added to the E. 79th elevation, remove white pines and add a decidous treeline on the E. 82nd St and add trees or shrubs to the St. Clair frontage, and adding the walk parallel to the western facade.
