CERTIFICATES OF APPROPRIATENESS

 EAST BOULEVARD HISTORIC DISTRICT – 9020 PARKGATE AVENUE Application for a Certificate of Appropriateness replacing wood windows to the side and rear elevations of the house. The applicant plans to install vinyl replacement windows.

DESIGN REVIEW COMMITTEE RECOMMENDATION The East Boulevard Design Review Committee has recommended disapproval of the window replacements.


BROOKLYN CENTRE HISTORIC DISTRICT – 3119 DENISON AVENUE Plans call for the demolition of the two - story house at 3119 Denison Avenue . The house was built about 1885 and has Eastlake ornamentation on the exterior and interior. It has been significantly altered with aluminum siding, single paned replacement windows, and the construction of an inappropriate porch. Art House has renovated the Quonset hut to the rear of the property, they would like to demolish 3119 Denison and renovate the house at 3201 Denison Avenue . Art House has a purchase agreement for 3201 Denison contingents upon approval of the demolition of 3119 Denison . They would use the property for greenspace.

Neighborhood Housing Services provided an estimate for renovation of 3119 Denison between $228,000 and $261,000, and the Cleveland Restoration Society provided an estimate of $355,000. NHS also provided a renovation estimate for 3201 Denison for $72,000.

David E.Huffman, PE (Huffman Levigne Associates) completed a structural analysis of 3119 Denison Avenue . He found that the building is in need of extensive repairs to the foundation and substructure.

DESIGN REVIEW COMMITTEE RECOMMENDATION The Design Review Committee tabled any action regarding demolition until after a site visit. A second committee meeting is scheduled for December 7. The Art House has submitted several support letters in favor of the proposed demolition, including one from the Cleveland Restoration Society, Neighborhood Housing Services, the Community Partnership for Arts and Culture, the Partnership for a Safer Cleveland, Brookside Center the Cleveland Municipal School District, Denison Elementary School, and the Archwood United Church of Christ.

OHIO CITY HISTORIC DISTRICT – DEXTER PLACE – 1503-45 DEXTER PLACE – Application for a Certificate of Appropriateness for the construction of a 14-unit townhouse. The Landmarks Commission had approved conceptual plans for the townhouse construction at the July 22, 2004 Landmarks Commission meeting.

DESIGN REVIEW COMMITTEE RECOMMENDATION The Ohio City Design Review Committee recommended approval of the townhouse construction, as proposed.

WAREHOUSE HISTORIC DISTRICT – WORTHINGTON BUILDING – 802 ST. CLAIR AVENUE, NW Application for a Certificate of Appropriateness for the installation of “Realty One Real Living” individual letter sign centered above fifth floor windows, installation of four banners (3 rd and 4 th floors), installation of a projecting sign, and vinyl graphics in first floor window.

DESIGN REVIEW COMMITTEE RECOMMENDATION The Warehouse District Design Review Committee recommended approval of the signs, as submitted.

WAREHOUSE HISTORIC DISTRICT – 425 LAKESIDE AVENUE Application for a Certificate of Appropriateness for the installation of a canopy above the West 6 th Street entrance of 425 Lakeside , for the Flo Café. The proposed awning will have a brushed aluminum finish. The signs will have white lettering and red background.

DESIGN REVIEW COMMITTEE RECOMMENDATION The Warehouse District recommended approval of the proposed signs, and canopy, with the condition that the applicant prepares a further drawing that shows where the canopy will be affixed to the building.


WAREHOUSE HISTORIC DISTRICT – NATIONAL TERMINAL WAREHOUSE – 1210 WEST 9 TH STREET Application for a Certificate of Appropriateness for the installation of an awning on the West 10 th Street elevation of the property.

DESIGN REVIEW COMMITTEE RECOMMENDATION The Warehouse District Design Review Committee recommended approval of the installation of the awning, with the condition that the side vents are removed.


MALL HISTORIC DISTRICT – HUNTINGTON PARK – WEST 3 RD AND LAKESIDE – Application for a Certificate of Appropriateness for the construction of a monument for Prosecutor John T. Corrigan. The monument will include a bronze statue of John T. Corrigan looking through the gates of justice. Proposed landscaping will include 55 Cotoneaster, 15 Pink Spirea, 6 Dense Yew, and 11 Newport Vibrea.

STAFF RECOMMENDATION Landmarks staff thinks there may be more appropriate locations for this memorial. Huntington Park contains a statue to Commodore Perry, Jesse Owens, a cannon, and a policemen’s memorial. Staff is also concerned with how the two walls with the cut out of the justice figure will work in the context of the park.


BROADWAY HISTORIC DISTRICT – COMMERCIAL BUILDING – 5700 BROADWAY Application for a Certificate of Appropriateness for the storefront renovation of the former Kresge store.

DESIGN REVIEW COMMITTEE RECOMMENDATION The Broadway Design Review Committee will review the proposed storefront renovation at its December 7 meeting.


ST. ALOYSIUS ROMAN CATHOLIC CHURCH – 10932 ST. CLAIR AVENUE Application for a Certificate of Appropriateness for the installation of a monument sign for St. Aloysius Church. The Landmarks Commission denied a Certificate of Appropriateness at the October 28 meeting. The Commission asked the contractor to look at something other than an internally illuminated sign, with illumination from an outside source.

The applicant has made a revision to the proposed sign. The proposal continues to call for an internally illuminated sign, but has been revised so that it is more compatible with the architecture of the church.

SECTION 106 REVIEW

LAKEVIEW TERRACE – WEST 25 TH STREET Plans call for a one – story brick rear addition and a handicap entrance to the south elevation of the existing Community Building . Plans also call for a new play area and elementary playground.
