WAREHOUSE HISTORIC DISTRICT – OTIS TERMINAL BUILDING – 1390 WEST 9TH STREET Application for a Certificate of Appropriateness for the construction of a projecting sign, at the corner of West 9th Street and St. Clair Avenue for Brassa Grill.  The sign will require a variance from the Landmarks Commission.  The proposed sign will be 16 to 18 feet in length.

DESIGN REVIEW COMMITTEE RECOMMENDATION The Warehouse District Design Review Committee recommended approval of the sign with the condition that it will be co - ordinated with the State Historic Preservation Office, that the dimensions are clarified for the Landmarks Commission, and that the fasteners are moved inboard as much as possible.

BALDWIN FILTRATION PLANT – FAIRHILL ROAD Application for a Certificate of Appropriateness for the second phase of the renovation of the Baldwin Filtration Plant.  This phase of the project will include the construction of a gatehouse along Martin Luther King, the construction of a new control building, the construction of a new underground floc building (that will result in eighteen figerglass units that will be four feet high that will be visible.  It will also include a new decorative fence, parking area and sign.  The new buildings will have brick walls to match existing brick and standing seam copper roofs.

STAFF RECOMMENDATION Landmarks and Planning Commission staff reviewed the project at an August 25 staff meeting.  They asked the architect to look at the possibility of using sandstone for the quoins of the new buildings so that they relate more to the original buildings.

CASE 04-054

FRANKLIN CIRCLE HISTORIC DISTRICT – BOUNCE NIGHTCLUB – 2814 DETROIT AVENUE   Application for a Certificate of Appropriateness for the installation of rolling glass windows in existing openings on the Detroit Avenue elevation of the building.  Plans also called for the installation of a neon sign above the entrance.

WITNESSES Julia Sergo (Architect – Process Architects), Dan Musson (Ohio City Near West).

DESIGN REVIEW COMMITTEE RECOMMENDATION The Ohio City Design Review Committee recommended approval of the installation of the rolling windows, with the applicant to return to staff with the proposed sign.  The committee asked for a more contemporary font for the proposed sign.

TESTIMONY

Mr. Cimperman asked whether the proposed new windows would generate more noise for neighborhood residents.

Mr. Dreyfuss-Wells was concerned about the details of the relationship between the windows and the masonry.

ACTION Motion to table, with the applicant to return with more detailed information about the windows and the signage.
